Glenville Open Space to be accessible?

I subscribe to DELDOT awararded Projects information and recieved this information the other day for project T200904401.  It pertains to completion of the Glenville Project, in which most of the community was bought out and leveled following the devastating flood in 2003. Since that time a flood mitigation area has been established along with a large amount of open space. If you click on the link below and open the bidding summary you will se at the top of the page "contract desription". Within this description it mentions the removal of fencing. Does this mean this area will be accessable the public? If so,who will be the owner, State or County? I can not find out. If anyone knows please let us know.

New Wilmington & Western RR Building

Construction is moving forward on a new Wilmington & Western building in their Marshallton yard. It will house offices, research library along with meeting rooms and museum.
